NASA would much prefer that the shuttles land in Florida, but bad weather can force them to land at Edwards AFB in California.  Mission STS-117 had to do that. After landing, a variety of vehicles had to move it, with some of them connected to the orbiter with hoses.  It costs NASA a lot of money to maintain extra support vehicles, personnel, and facilities.
